Meaning
Since the theoretical exploration and legislative practice of extended producer responsibility are in the initial stage, there is no unified definition of extended producer responsibility. At the same time, the focus of implementing extended producer responsibility is different for different countries, different environmental issues and different products, which leads to different understandings of the concept of extended producer responsibility in different countries and international organizations.
Most packaged EPR programs encourage or require packaged product producers to join a collective producer responsibility organization (PRO), but many programs allow producers to comply individually. The PRO then develops a producer responsibility plan and manages the plan. In some states, these components are called management organizations and management plans. PROs usually must be non-profit organizations, and a common practice is to allow multiple PROs to operate within the EPR program in the same region.

Other alarming statistics about global plastic pollution include: National Geographic research found that there are more than 5.25 trillion pieces of plastic in the ocean, a large portion of which comes from toxic microparticles released during the plastic production process.
In April 2022, the UK amended its plastic packaging tax to impose fines on companies that contain less than 30% recycled plastic in their products. In the United States, the Break Free from Plastic Pollution 2021 Act is currently under legislation and, if passed, would require certain plastic product producers to be financially responsible for collecting, managing, and recycling their products after use by consumers.
